IMHO, Obama ONLY seeking congress approval since he knows without approval he would have eventually been impeached.
Obama wanted to play safe because he knows at some point you need troops on the ground. With Congressional approval for air strikes he will expand his authority for troops on the ground.
Congress will not approve knowing the risk.
I think he is “seeking congretional approval” because he knows he won’t get it...it is his out.
