He has. His "consultation" with Congress as I call it, is just rubber stamping his decision. I don't believe he would put it up for Congressional approval if he didn't already have the backing he wanted.
Lindsay Gayham, McCain, Pelosi, etc. will make sure and bully and cajole the Senate and House into supporting this. They'll use words like "national security", etc. to sell it. Sure, a few like the Pauls and Cruz will oppose it, but I believe it's a foregone conclusion that we are going to war.

He just wanted to pass the buck and let someone else make the decision after he painted himself in a corner. He will be happy with whatever Congress decides. It is all about Obama and how he is perceived by the public.
How many Congressmen will support military action against Syria with over 80% of the American public against it? The midterms are coming up in 14 months.
