If a Rep. or Sen. must be a “citizen,” then either a born citizen or a naturalized citizen is eligible.

A naturalized citizen is ineligible to be President.

That is all that the text of the Constitution makes clear.

Whether a “natural born” citizen is someone other than a person who was born a citizen is not evident from the text of the Constitution.
