If you're in charge of the military, and you hear wind of a chemical weapons attack that you didn't authorize, I would think the natural response would be to call the guy with the chemical weapons and ask "what the heck was going on?"
And probably with a panicked tone.
The only problem I see is if I’m in charge I’m supposed to know. If I don’t know ... it rogue or from the other side. At least that is the way it is supposed to work.
