Could Levin’s plan work? Only if you believe that state legislators are really responsive to the wishes of the people. Which I don’t. It’s all about money these days.
The state legislator needs money to keep his seat, and to maybe someday make a run for the US Congress. The little folks just don’t have that kind of money.
So why should any state legislator want to upset the applecart?
