I can’t verify it, but I have read that many Russians believe oil is a renewable resource and not a “fossil fuel”. I don’t know what the actual prevailing opinion is. If that’s so, what you said makes a lot of sense. They wouldn’t make a deal like this because they know/think they’ll always have enough oil.
