Yup. Notify. He has a certain amount of time to notify and can conduct a war pretty much unilaterally until then. I want to say its 60 days under the war powers act.
Not that notifying congress would much matter. With congressional “leaders” like boehner, owebama can do pretty much whatever he wants.
