That makes no sense at all. They are made to guide on the infrared signature of an aircraft, not to be fired at buildings so they might or might not hit an embassy building if fired at it. Their warheads aren't all that big (5-6 pounds for an SA-24 or Stinger) which is of similar size of an RPG-7 rocket propelled grenade which seem ubiquitous in the Middle East.
