It might well have been a real theft, but who is to say these thieves were anymore worthy of US trust as the originally intended end-users..?

To use MANPADS to attack a building or ANY ground-based, stationary target not only EXTREMELY rare, but illogical —the whole Middle-East is awash in RPG knock-offs that cost $50-$150 and would be much better suited for that purpose.
Any MANPADS —even a cheap old Chinese model— is maybe 100x more expensive and would be wasted. Much better use of MANPADS would be to shoot-down Embassy helicopter evac or supply runs.
My guess is the lawyer suggested the “attack Embassies with MANPADS”-angle in order to keep his client’s plight in the most current news.
