An owner, GM, & coach with enough balls could take in Tebow and mold an offense around him that would win games, even in today's pass-happy league. How do you build a team around a QB that can't pass? A one dimension offense isn't hard to stop.

He *can* pass the ball, just not above 50% consistently. Same as Joe Kapp, and he took teams to the Rose Bowl, Grey Cup, and Super Bowl.
