Let’s not go overboard. These cowards have no martial skills that would qualify them as infantry. They are thugs who gather to form mobs. The proper reaction at this point is to organize armed neighborhood safety committees to take on these mobs should they wander into your territory.

I fully expect when collapse comes that those gang members will be fed, clothed, equipped and trained.
They already have the innate propensity to violence and consider their enemy weak, soft, and deserving of death. The will to kill is just as important, if not more so, than proper sight alignment. And they won’t be racked with misplaced guilt.
All they need is a bit more fiery organizer to shuck off any pretense of racial civility and it’s on. The usual suspects are not yet ready to take that step, but people like Farrakhan and the NBPP are.
