It was always the duty of the citizens.

Sometimes they delegate it to the police.\

If you hire someone to mow your lawn, and they don’t mow your lawn, are you prohibited from doing it yourself?

IMHO, it is the duty of the citizens, and they can delegate that duty to the police if they choose to do so.
