What I don’t understand is if this insurance is from an insurance company why wouldn’t the Insurance company have their own reps to help sign up potential policy holders.

Because it is NOT insurance. It's just free stuff from Obama.

Insurance is a risk-benefit company.

Part of the Affordable Care Act calls for having “in person assisters” to be in every state to help people understand the various insurance plan options. Also the assisters will help people enroll if they need help (reading proficiency problems, limited vision,etc.).
