I disagree.
If Congress wants a particular mandate funded, then the law should identify the source of the funding and how it is to be collected.
Congress has gotten into the habit of passing laws in one act, and in a seperate act they increase the budget to pay for it.
For example, if Congress declares war, then the declaration of war should state that funding of the war will come from, for example, a $500 billion dollar increase in income taxes. This ties the law with the funding, and if passed together, Nancy Pelosi can do nothing.
It should, but it won’t happen. Just like laws passed should cite the provision in the Constitution that allows this law
