While I support the idea of Northern Colorado, I really don’t see this happening until the Dems are no longer in power in the State. Perhaps a better fix would be to change the State Senate so that each county has one Senator representing them. This would require a change to the state Constitution and likely just as difficult.
With 64 counties, there would be only about 6 “city” like counties, greatly reducing the power of the cities in the legislative process. Currently the CO State Senate has 35 members (4 years per term, two term limit). Current make up is 20 Dems and 15 Republicans. If the two recall elections are successful, the mix will change to 18 Dems and 17 Republicans heading into the 2014 elections.
Both houses of Congress have to approve by a majority vote.
The president cannot veto it.
