Have special meetings with a bunch of cameras and people under oath so that they can be lied to.
Subpoena records that never show up or are redacted so that they are of not use to anyone. Then they pound their chest, holler and scream how they are going to get to the bottom of this.
Go on TV in front of the AmeriKan people and say how rough a job they have but are going to get to the bottom of this, then take 3 month vacation.
