I found it: The 1/2 Hour News Hour(FNC Feb to Sept 2007, Sundays 10pm)

2007 was The worst possible time in history for a show making fun of Dems, wrt being a success/failure. It was the best time to make fun of Republicans in entertainment.

2009 the time was right time for such a show.
