You're right, what my ins company pays out for my family plus the premiums I pay, would not normally exceed $12,700. If that's the proposed cap for "out of pocket" (and it will probably be even higher) it is not insurance, just another transfer of wealth.

Out of pocket does not include premium. One auto accident or heart attack could wipe you out if there is no cap. My wife has run up about $300,000 this year with no emergencies. My out of pocket has been $0 (first year Medicare supplement coverage is a real good idea).
