I don't believe that's true; all it takes is one person anywhere in the chain-of-command to the president to say "No, I don't believe there's any need to bother higher authorities with this issue" and there's your 'stand-down' order.
The converse, though, is true; only the president can issue the "stand-up" (CBA) order.

If a reporter found a whistle-blower and was going to produce solid evidence that really hurts them, then I would fear for their life. People like Breitbart were much to effective to leave alone. N
