They are cited as authority for the Endangered Species Act because there is otherwise no Constitutional authority for their necessary enforcement provisions.

A treaty need not rely upon pre-existing federal powers to be valid. A treaty may add federal powers of its own provided that it does not run afoul of any explicit prohibitions in the Constitution. Enforceability of things like the Endangered Species Act should be limited to cases which would not e.g. constitute uncompensated takings, but there is nothing in the Constitution which prohibits wildlife-related treaties nor wildlife-related statutes for their enforcement. The Second Amendment, by contrast, would expressly forbid disarmament of the populace by any entity; its language does not limit its effect to the federal government, nor even to domestic governments.

I just gave you an example that did that, with a link to the sources that describe how it happened. You failed to read it. You are quite apparently too obtuse for me to bother with any further discussion.
