I assume the civil society she invokes is the same one run by the people who fantasized the assassination of GW Bush in a movie, advertised for snipers when he was a candidate, called for putting Rick Scott against a wall and shooting him, want a rodeo clown in prison for a parody, ate popcorn while watching Americans murdered in Benghazi, approve the massive annihilation of blacks by blacks in Chicago, want all white Christian male conservatives and returning military personnel treated as terrorists, suggest the shooting of political opponents (John Burton), wish for the bombing of the Vice-President while visiting Afghanistan, etc.
