There is no Constitutional interpretation at all - Cruz is a citizen by operation of statute. Without statute he would not be a citizen.
Without a statute none of us would be citizens. The Constitution gave Congress the authority to determine who is or is not eligible for Citizenship and at what point in life they would become Citizens. Congress determined that Ted Cruz was born a Citizen. That makes him eligible.
