I was in downtown Baltimore a few years ago on business, and they have an elevated walkway that is very nice. A lot of people use it, and it is less crowded and safer than the street.
I used it to go to the Convention Center early in the morning, it was lots of people, took me through some busy malls, etc.
However, when I went back at 5 PM, the mall was deserted, with bars pulled down over the shops and such. There were no people around, and it felt distinctly UNSAFE. (I found out later NOBODY used it after a certain time, and why didn’t I know that?)
I opened the door to walk out on a elevated walkway that crossed a street, and there were three young, thug looking black teenagers standing in the middle of the walkway.
I immediately reversed direction and went down on the street with everyone else.
Unless you are a thug traveling with eight other thugs, don’t go to Baltimore
