That's right. Black thugs are always "persons," or "youths" in headlines. In black on white crime, no matter how brutal and how obviously racially motivated, you never see the word "black" or "African American" in the headline.
In those extremely rare instances when the roles are reversed, however (even under the most dubious of circumstances), ALL that's talked about is the race of the perpetrator and the victim.
