Nonsense. The amendment is borrowed from the “English Bill of Rights” of 1688, which expressly provided for an armed
citizenry so that the people could defend themselves against the monarch (and his standing army).

In fact, it eschewed the idea of the king having any large standing army, in favor of his having to rely on the armed populace (militia) instead.

This was so that the king would never be able to threaten
the populace with force.

The British colonies in North America adopted these concepts almost immediately; and later wrote them into the US Constitution.

Government was never to be allowed to disarm the people and leave the government (king) with the only armed force around.
