Probably because the courts have decided that nobody has “standing” to challenge it.
Why do they persist in using the word “exemption” when this is not what happened?
It doesn’t do our side any good to say things that are not true.
Congressional employees will have to buy insurance through the Obamacare exchanges. They are not being “exempted.”
The question is how they will pay for their premiums. There is no legal way for Congress (as an employer) to continue to pay a large part of the premium for their employees.
So they are doing it anyway.
This is egregious, but it is in no way an ‘exemption” from anything. It is an illegal expenditure of gov’t money.
Words mean things.
Congress and staff are just the Amerikan Nomenklatura.
