The places that do not warm like the top of ice sheet in Greenland http://www.wunderground.com/weather-forecast/GL/Summit.html never have summer. The places that do warm down at sea level are still warming intermittently. Click on play here http://www.atmos.albany.edu/student/kgriffin/maps/850temp/850temp_arctic_loop.html and you will see slugs of 0C air (at 850)mb reaching to the north. Right now a low is forecast to remain near the north pole and keep things a little cooler (about -6C at 850 mb) but that is just weather.
