I think that what will happen will be decentralized violence against non-conformers, the model Islam uses. Islam gets pop-up mobs howling in RAGE that targets “threats” to Islam or insults against the Prophet.

Look at all the pop-up mobs we have now, and imagine The New Nudge Tzar enabling them to target political enemies.
