If a person renounces their citizenship, do they need a backup plan? Do they have to be a citizen somewhere else or can they be a free agent? Seems like travel would be limited without any passport from any country.

You cannot renounce your US Citizenship without first acquiring citizenship of another country, then a specific procedure must be followed to renounce your American Citizenship.
