This proposal is at least a step in the right direction. The next step is to recognize that the states have never delegated to the feds, via the Constitution, the specific power to tax and spend for foodstamps.
The same goes for Obamacare.
Remember, if the Article V majority of states want federal foodstamp and healthcare programs, there’s nothing stopping them from amending the Constitution to grant Congress the specific powers that it needs to establish such programs.
Thought I agree this is a good first step, IMHO, the rest of your post is dog squeeze (no offense). ALA, the Fed gov’t, having no authority to institute these programs in the FIRST place, does not NEED the States telling them to but out and kill the programs...they should be TOAST already!
