What qualifies as a smartphone anymore? If it can go on the internet but not do any apps, is that a not-smart phone? Are they still tracked?

What qualifies as a smartphone anymore?

I just copied combat_boots' list. ANY cell phone, even the $10 phone from Wal*Mart can be tracked. The world-wide cell phone network depends on GPS for positioning. That's how they track you. You could (in theory) turn off the GPS in your phone. But then you couldn't make or receive calls.
