Notice how the title and the article don't match.

The city is not considering a requirement for English signage.

The city is considering a requirement for Latin-alphabet signage.

In other words, the Chinese store can keep all its signs in Chinese, as long as the words are spelled in both Chinese characters and Latin characters.

Newsmax has a misleading headline.

The Golden Star restaurant in La Habra, Calif., which has been owned by the same family since 1972, is one of those old-fashioned Chinese restaurants that serves great chop suey.
