The difference between a homeschooling parent and a welfare queen is that the homeschooling parent is, generally speaking, a property owner, a taxpayer, and someone who is already shouldering the load for the rest of the members of society who aren't contributing anything.
If you want to truly solve this problem in a paleo-con kind of way (which I would be fine with), do away with every kind of public education jurisdiction above the community level. Do away with county, state, and federal mandates for education, and let every little down or every city neighborhood decide for themselves what they want to do for education (if anything), and how they're going to pay for it.
This is the "Little House on the Prairie" model, and it is actually quite effective.

So as long as the suburban welfare is flowing you’ll be there with your hand out. Can we get you a block of government cheese, too while me and everyone else pays for your kids to play games? Make sure you get your obama phone, too. Yeah, I’m losing more and more respect for homeschoolers with every one of these handouts they demand other people to fund.
