The mob attack or mob rob phenomenon is so popular among the "teens" because it increases their chance at success by sheer numbers, and increases their chance at getting away by confusion.

That's why I propose that the laws be changed to make a mob member liable for all members of the mob. Thus, if it can be proven that ten people attacked but only one was caught, then that one person will be charged with ten counts. It's then that mob members choice -- he can turn in the other mob members to lessen his total charges or he can take an extended stay in prion for his boys.

If he doesn't know the other mob members and thus cannot provide information to turn them in -- tough. May that be his lessen for participating in mob activity. We have to make the punishment for mob attacks as harsh as possible or they will continue.

Should be the number in the mob times the maximum penalty for sentencing, for instance, 10 X 15 years, + the addition of hate crime penalties, which should double the sentence, or (10 x 15 years) time 2 = 300 years.
