To punish him with enormous legal bills and a year or more of excruciating worry. And....To send a message to other gun owners that they will be similarly punished.

Because it costs tens of thousands of dollars and the prosecutors use that
as a means to plea bargain. If everybody went to trial the courts would be backed
up for years and probably end up with less people charged with crimes they did not commit.
