Yeah, but can culture be genetically modified? I submit that racism would be on the verge of non-existence were it not for the black hip-hop/thug/gibsmedat belligerent, mean-spirited, militant mindset and culture. That is what's perpetuating racism.

What we call races (based upon skin pigmentation) are a temporary abberation in the evolution of the human race caused by generations of geographical isolation. In ten thousand years, those differences will have disappeared, due to interracial marriage.
However, the problems we face today are not racial but cultural.
