Having worked in local California government when Reagan was governor of California I can say that he was a very deliberate and decisive political person. I remember so much the time the State ARB was having a hearing on nitrogen oxide impacts on smog. Dr. Haagen-Smit was the chair of the ARB at the time and as I recall the Board was hung up on deciding whether or not to OK a device manufacturer’s device which would cost auto owners x-tra dollars. A manufacturer was trying to steal the market for his device, a well practiced ploy in those days. With the ARB in a quandary Reagan just stepped up and said no go until the ARB could come up with a workable and reasonable ruling.
