The real difficulty here is that if one part of the Constitution “doesn’t matter” any more, then it’s all up for grabs, every last sentence of it, including the Bill of Rights.

So was George Washington, but he WAS a "natural born subject" of King George III of England.
You can be a "citizen" without being a "natural" citizen.
