He was born where his father was serving in the Navy. There have been long standing laws that the children of servicemen overseas are immediately considered citizens. It does require filing paperwork with the department of State to record the birth, but it is automatic. Another situation with the same rules was for children born to missionaries. Probably wouldn’t see that law passed these days.
