There's a link at the Politico site to the Chicago Sun-Times, but the comments were so funny at Politico I figured I'd post that one.
No, they're not kidding, but it is a joke.
I just hope all the crooks/vics stay cool when "the man" comes knocking at the door to deliver these missives. I wouldn't want anybody to get hurt.

I did some statistical work of my own on this topic... And the results were glaring: if you take out just the gang crime stats from the top urban counties, the U.S. has one of the lowest crime rates in the world.
The overwhelming part of violent crime is committed by a very small number of people.
