The bill does not make it legal to forge up to two passports. Forging a passport is currently a crime, and will remain a crime even if this bill is passed. What the bill does is create a separate crime of “trafficking” in forged passports, which kicks in at three.
Rubio just stepped into a big pile of shit and it is sticking to his shoes.

It’s CNS that needs to read the bill, not Rubio. Rubio said, “you cant forge any passports. Thats a federal crime now. That is 100% correct. Federal law (18 U.S.C. 1543) already prohibits forging ANY passports, and this bill wouldn’t change that. What this bill would do is create a NEW offense of “trafficking” passports, which applies to people who forge 3+. The new offense would go after the “dealers,” so to speak.
This immigration bill is bad enough on its own terms. There’s no need to make up additional stuff.
You know, if he had a scintilla of integrity, he’d come clean. As this bill is picked apart, there will be more discoveries of things that LaRaza, et al, want so they can do what they want.
If he came clean and said what a disaster this thing is and quietly resigned, things would work themselves out. For a little while at least. But living in DC, getting driven around by some staffer and wined/dined by some lobbyist, is way more important than that.
The practice of latinos "just here for a better life" using multiple identities allows ample opportunity to undermine US ntl security. These "impoverished" latinos buy faked/forged papers for thousands of dollars-----the Washinton state rapist had some 30 identities. Another latino bilked UI of $3.4 million using multiple identities.

NJ BERGEN RECORD CIRCA 2004---Pelcastre brothers, Angel and Jorge, Dallas, Texas, were a walking threat to US national security, expert document forgers who, for a few thousand dollars, could give anyone a new identity (latinos establish multiple identities in order to ride the US gravy train).
The Texas brothers were a "one-stop shop" for a myriad of fake US documents, including birth certificates, Social Security cards, driver's licenses----for any state in the US------ passports and resident alien cards, said NJ state police.
The Texas brothers turned a NJ hotel room into a business office and were readying a massive cache of fake Social Security cards for delivery to a local NJ identity broker. Officers happened upon two cars bearing Texas plates in a NJ hotel parking lot.
The Texas brothers were followed to a NJ office supply store nearby where they purchased computer supplies. Officers then followed the Texans to a NJ storage facility in Secaucus, NJ, where the Texans loaded several boxes into a car. One of them stood lookout. After a search, police recovered laminating sheets with built-in security features, pages of blank documents waiting for fake names and information, finished documents, computers and software to create the fake IDs.
All told, the haul was worth about $500,000 on the street when sold to "impoverished illegals." Police also recovered $6,000 in cash, which was the first payment from a NJ fake document broker for a shipment of 500 phony Social Security cards. ####
"The secretary (of homeland security) may not grant registered provisional immigrant status to an alien under this section unless the alien fully discloses to the secretary all the names and Social Security account numbers that the alien has ever used to obtain employment in the United States," said Grassley's amendment.
Grassley's amendment would not have prohibited illegal aliens from being converted into legal aliens just because they had used names and Social Security numbers that did not belong to them. It would only have required that the illegal aliens make the names and numbers they used known to DHS before they could be granted the right to legally live in the United States.
Grassley said, "Congress should not thumb its nose at the millions of Americans who are victims of identity theft, often perpetrated by an undocumented person who steals Social Security numbers to get jobs, govt benefits, driver's licenses and more. This amendment will simply require the person applying for RPI status to disclose any previously used Social Security numbers," said Grassley. "It's the first step to helping clean up the mess that's been created for the victim of identity theft. The amendment also authorizes certain federal agencies, upon receipt of this information, to notify individuals who were the victims."

"When people are living in undocumented status, there are times, I suppose, when they've made up identities, made up Social Security numbers," Schumer told his Judiciary Committee colleagues. "How are they going to remember all that, and are we going to delay RPI status? "(The) purpose of this bill is to bring people out of the shadows. We all know when they lived in the shadows, they had to forge documents, forge Social Security numbers, et cetera. I just don't see how, when you've lived here 10 years, and you've had many different identities, many different numbers, you're going to remember them all," said Schumer.

The Senate Judiciary committee defeated Grassley's amendment 8 to 10 on a party-line vote.
It would pass, the president would sign it, everybody would get amnesty, and he’d still be saying “there are problems and we need to fix parts of the bill”.
Apparently, he hasn’t figured out that if you want a bill that doesn’t have stupid things, you vote NO on the bill that HAS the stupid things.
Forging even ONE passport is a federal felony. McCain didn’t know that.
Rubio didn’t know that this new item was put into the bill, thus negating the previous law.
That is why Rubio screwed up.

This new item does not negate the previous law. This new item would be in addition to the previous law. If this new provision passed (either in the Rubio bill or in some other law), forging one passport would still be a federal felony (”Forgery or false use of passport”), but forging three or more would now be a separate, additional federal felony (”Trafficking in passports”). Rubio’s answer was correct - CNS was wrong.

Rubio could've come out and said whoa pardners, let's go back into committee, review this bill and see what's in it. But nooooooo, once bought, he stays bought, as Rubio is an honest politician. Rubio was all in and he went along.
For someone, who thought he had a future in the Republican Party, this was stupid, stupid, stupid and everyone was telling Rubio, this was stupid.
But Marco Polo Rubio knew better, he could find the gold nugget in that pile of dung.
But Schumer, who is not an honest politician, lied. There was no nugget, just BS all the way down. Rubio, at best, got rolled. In reality, he went along. Someone sold him that this was a good idea. I say hire that man, who sold Rubio, he's a great salesman.
CNS asked McCain, they ought to go on and ask the other 2 Republicans on the Gang of 8, the aptly named Jeff Flake (R-AZ) and Lindsey Grahamnesty (P-Media).
Rubio was going to vote for the bill, so he could “find out what’s in it” ( a la Obamacare ).
