I live just outside of Harrisburg and I thought that was blocked or turned over by a judge before it could take effect.
I do not recall all the story, but the county and county bond holders stood to lose a ton of money if it went through. The black female mayor (Linda Thompson) tagged along on the obama train for that mess. The city has been sliding down ever since.

TV and radio ads were even announcing events at the city as the "Linda Thompson" Art festival when it just used to be the Harrisburg Arts Festival.

This year they even cancelled the Fireworks on the 4th.... and that had gone off every year for like the last 30 or 40 years.
