So my rate goes up $1500 a year and I gets $100 back as a gift. Big savings there. Sounds like a woman shopping for items on sale who comes home and announces to her husband how much money they saved.

More likely - someone who is not you and pays no "rate" in the first place, will have theirs figured as: The estimated rate would be $900/month. You paid nothing because the tax payers have your back. Since the rate you aren't paying is really too high, we will rebate you to the tune of $150/month.
