Her father, Jack Gilligan could not have voted for the Civil Rights Act of 1964, since he did not become a U.S. Congressman until 1965!

Facts mean nothing to democrats. Sebelius must have learned that trick from Hillary Clinton, who we all know was named after Sir Edmund! /sarc
Of course, the Congressman from that District (Ohio, 1st) did vote for the CRA, and it was Carl Rich, a Republican!
