Yes, shui (water) is 3rd tone. Pi jiu is the word for beer (2nd & 3rd tones). I consumed much of it in the late 70s, working as a journalist and running with the Hash House Harriers.

I like Taiwan beer.
There is a plant just north of my town, Tainan, which makes good beer.
I have done 2 articles about their beer, and will do at least one more in the near future.
