I was wondering if one could fool these things by placing lots of other random numbers and letters in the area surrounding one’s license plate... some stick-on vinyl letters made in the license plate font.

That's likely to get you arrested, as the cameras take an actual photo.

Some Maryland teenagers were pranking adults they did not like by generating fake copies of their license plates using a computer, putting them on cars and then driving through red light cameras.

The authorities were freaking out as it was drawing so much attention to the unreliability of the system.

You can order a vanity plate from certain free state DMVs such as Wyoming. Cost is usually under $10. You have to sign a statement that you agree that plates are not to display on vehicles and give a reasonable excuse why you need it.

But as long as your intent is not to deceive law enforcement (i.e. you are displaying the plate on the front vehicle in a far away state which doesn't require a front plate), they really don't care. It is reasonable revenue and free advertising for their state.
