Many people seem to think that the number of people of each race should be punished for crimes should be proportional to that race's fraction of the population; that should be true iff the number of people of each race who commit crimes is proportional to that race's fraction of the population. If an unusually-large fraction of the people in some identifiable group commits crimes, punishing the people who commit crimes will, and should, result in that group having a larger fraction of its people punished--not because they belong to that group, but because the individuals who committed crimes, committed crimes.
