Does ‘former’ even apply to Marines?
Former Marine is the preferred title for people that were in the Marine Corps but are no longer serving. Ex-Marine is the phrase that is not preferred, unless that person left the Corps under less than honorable terms. Maybe you could say “a Marine no longer on active duty,” but that phrase is so long it could choke a maggot.
