Is this even legal? I thought you had to be a citizen of California to be the on the Board of Regents. The Act of the state legislature that created the UC System in 1868 (Assembly bill No. 583) says:
Sec. 11. The general government and superintendence of the University shall vest in a Board of Regents, to be denominated the Regents of the University of California. The said Board shall consist of twenty-two members, all of whom shall be citizens and permanent residents of the State of California...
Last I checked, Janet Napolitano was a citizen of Arizona. That would seem to make her ineligible for the job, or is she just going to try to claim Californian citizenship after her appointment but before she takes office?
