Refuse to buy? I was under the impression that school meals were subsidized by you and I ...i.e. free to the students. Not for all students. When she doesn't bring her lunch, my daughter pays for hers.

Even students who pay “full price” for the lunch are paying less than the meal costs. Technically, all lunches are subsidized.
